Governmental Entities

We provide financial and compliance audits as well as procedural reviews to cities, redevelopment agencies, special districts and joint powers authorities.

In conducting these engagements, we follow professional standards established by the American Institute of Certified Public Accountants (AICPA) as modified by Government Auditing Standards of the Comptroller General of the United States (Yellow Book). 

We prepare most of the financial statements present in our engagements and these are done in accordance with the accounting principles established by the Governmental Accounting Standards Board (GASB).  Many of the financial statements prepared by us receive awards for excellence in financial reporting under award programs of the Government Finance Officer’s Association of the United States and Canada (GFOA) and the California Society of Municipal Finance Officers (CSMFO).

In addition, we have developed other expertise applicable to:

• Federal and state grant audits under the single audit concept as developed by the federal government (OMB Circular A-133, Government Auditing Standards issued by the GAO).
• Redevelopment agency reporting. We prepare, for numerous clients, the Annual Report of Financial Transactions (State Controller’s Report), Statement of Indebtedness (SOI) Reporting Forms and also the State Department of Housing and Community Development’s (HCD) financial reporting information and forms.
• Litigation support where consulting and expert witness services for redevelopment agencies and cities have been performed.
